Which night is Laylatul Qadr? The correct answer is we do not know for sure. We do know that it is any of the odd nights in the last ten days of Ramadan.

So considering the confusion of when to start Ramadan present in most muslim and western countries: Is it with the sighting of the hilal or calculation of the new moon?

One really does not even know which are the odd  nights.

At the Haram the people attending the last ten nights were confused and divided on the issue. The saudi arabian women felt it was on the 25, whereas the women from the subcontinent of India and Pakistan felt it was on the 27th (sorry for the sweeping generaliation from this small sample that I met in the Haram)
